Kirk Kobley has over 20 years of experience in the claims investigations field. He has conducted thousands of investigations, beginning his career as a Surveillance investigator and then moving on to become a Statement investigator.  For the past 15 years, Kirk directs training and supervising a staff of up to 25 investigators covering the entire State of California.

Kirk continues to attend ongoing educational classes in order to keep up with the ever-changing investigative industry, and has become an expert in all aspects of insurance fraud investigations. He is an expert Background investigator, and is particularly adept at locating that slippery, ever-elusive individual. He also knows how to quickly and efficiently obtain records in our HIPPA-controlled medical industry.

Randall Hall is a licensed private investigator (California PI #26069) who began working surveillance in 1991. He rose to the position of Director of Covert Operations and quickly became a specialist in rural settings but is equally adept in any scenario. He began building body- worn cameras in 1993 and developed a long range camera that can take video at ¾’s of a mile.

He has worked cases in California, Nevada, Arizona, Mexico, North Carolina, Missouri, Washington and Idaho. He has a degree in Video Technology from the State of California and has successfully obtained film in thousands of cases in his 21-year career. He currently uses only High Definition format.

Rebecca Vernon has been working in the field for over a decade, and has conducted hundreds of AOE/COE, Subrogation and Recorded Statement Investigations as well as Sub Rosa and Background Investigations. Her extensive experience has given her the ability to discern the difference between a thorough investigation and a “checklist investigation.”

This experience, combined with her extensive college education and life experience, have helped shape her into a knowledgeable, well-rounded investigator and will help examiners, attorneys and risk management professionals to make informed claims decisions. When she is not working Rebecca enjoys painting, jewelry-making and volunteering as a hospital monitor for a big cat rescue organization.

Neil Splain served as an officer in the Baltimore City Police Department. During his years of service he investigated everything from traffic accidents to homicides. Occasionally he was assigned to specialized units and worked undercover. He was the recipient of a number of commendatory letters, was Baltimore’s Southern District officer of the year in 1989 and is a member of the Legion of Valor (for injuries sustained during the performance of his duties). He retired in 1991.

Neil has worked with Kirk Kobley since 1995. He has a soft, easy-going demeanor that puts subject at ease and is relentless at uncovering all the facts. When a case is assigned to Neil you can expect a very thorough investigation. Neil holds an Associate of Arts Degree from Essex Community College and a Bachelor of Arts Degree from the University of Maryland.

Sara Sullivan has worked with CCS as an editor and an AOE/COE Investigator since 2009. She first became interested in workers’ compensation law while she was in law school at UC Hastings in San Francisco, California. By the time she earned her J.D. in 2005, she had worked in various clinical programs which required her to represent SSI and workers’ compensation clients in administrative hearings.

For several years after law school Sarah worked as an editor and a recruitment coordinator for a legal translation company that specialized in translating chemical and biological patents. She loved the work, but also longed to return to disability law. She was thrilled when Kirk asked her to work with CCS as an AOE/COE Investigator. She quotes, “I love it here—my colleagues are outstanding, and I finally get to combine my writing and editing abilities with my law school specialties.”

Mari Rodriguez is a licensed private investigator with a degree in Criminal Justice. She first began working for Kirk Kobley in 1998 as an AOE/COE Investigator. Soon she discovered her passion for background research and has since specialized in that arena. Mari is committed to finding the most relevant information lurking in her subject’s past and current data of significance hiding just out of view of the untrained eye. She’s always developing her techniques to provide the best possible work product. Mari has worked on thousands of investigations. She understands the industry and respects integrity, confidentiality and ethics. Mari is an asset to our team. In her spare time, Mari’s passion for animals keeps her busy. She is married, has a houseful of pets, and she studies business at Golden Gate University.

Jenna Coura is a 2007 graduate from Point Loma Nazarene University. She has been working in administration for four year. She has experience in all aspects of office work, including filing, attending phones, editing, mailing, Microsoft Office Suite, and Quickbooks. She is also an expert in video production and editing.

In Jenna’s spare time she works as the Music Director at her church in Felton. Jenna is a classically trained pianist, avid runner, and has traveled to more than fifty countries. She is married and has two cats, Anywhere and Memory. When you call the CCS central office you will usually be answered by Jenna’s warm and friendly voice.
